In order to meet the ever-increasingly heated competition in the cell phone designing sector and the fluctuating situations of the global economy, to build up corporate core competitiveness, to enlarge customer clusters, and to update cell phone production capacity, quality and service, the WINGTECH Group has invested heavily in the founding of the WINGTECH Industrial Base, which has turned the company from a mere IDH providing design and mainboard into an ODM integrating R&D and manufacture. 
On August 1, , WINGTECH and the Jiaxing Municipal Sci-tech Town Administration Committee signed a “Letter of Investment Intent” on the construction of the “WINGTECH Cell Phone Industrialization Base”, which witnessed the cooperation commencement between both parties. The planned phase 1 development was to use 80 mu of land. The signing of the Letter of Intent lifted the curtain on a new history of WINGTECH’s development. After more than three months’ application and examination/approval procedures, the Jiaxing WINGTECH Communications Co., Ltd. was officially registered and founded in December .
After six months’ detailed planning, on May 27, , a series of salutes ushered in a new chapter of the WINGTECH’s development – the officially foundation-laying and inception of WINGTECH cell phone industrialization base.    In September of the same year, WINGTECH started the construction of its cell phone industrialization base. It not only indicated WINGTECH’s first step toward ODM, but also marked the official sailing of the cell phone carrier from Jiaxing, the Changjiang River Delta.After more than one year’s construction, the phase 1 of the WINGTECH cell phone industrialization base was commissioned.
The WINGTECH Group invested US$ 70 million in the WINGTECH cell phone industrialization base of over mu. The base covers such factories as SMT, finished product assemble line, mould plastic injection, hardware, antenna, electronic sounding component, etc. The official operation of the base brought about the development of local communications industry and resulted in a cell phone industrial cluster with annual capacity of over 30 million cell phones and output value of US$ 7 billion.
Currently, four joint ventures are stationed in the base: Jiaxing Wenxun Electronic Co., Ltd. engaged mainly in communications terminal equipment, Jiaxing Wendi Communications Technology Co., Ltd. engaged mainly in design, production, sale, mould manufacture, plastic injection and hardware for communications equipment, Jiaxing Wenli Communications Technology Co., Ltd. engaged mainly in handset terminal components, antenna and accessories, and Jiaxing Wenjia Communications Technology Co., Ltd. engaged mainly in electronic sounding components and micro-shake motors.
The WINGTECH cell phone industrialization base has greatly met customers’ demands and raised the WINGTECH Group’s cell phone productivity and product quality. The completion of the base marked the transition of the WINGTECH Group from an IDH design company to an ODM integrating R&D, production, sale, and after-sale service.
